Use of spreadsheets for budget control

Umm, that's quite vague. But from what the title says, i'll try infer some stuff.

Using spreadsheets you can perform actions quickly, for instance adding sums together, subtracting etc..

If there are items, and you need to decide the quantity against your budget then, like before, you can simply change the amount and the spreadsheet will do the working out showing whether you're in our budget or have spent more than your budget.
