are these two seperate questions?

I'm not sure about the second part but for the first part you can describe hard and soft engineering strategies and say what advantages and disadvantages they have. for hard engineering you could describe; levees, dams, channel straightening, and for soft engineering; flood warning schemes, afforestation, flood plain zoning, managed retreat. Don't do all of them just a few of each depending on how many marks the question is worth.

I think Thegirlwhoknewtoomuch pretty much answered the first bit, but as for the second bit about why people think settlements should not be protected- it may be because the defences are too expensive and the area can't afford them; or because there's not much worth protecting in that area (ie. if theres a lot of open land); or because the defences may harm the wildlife. :) hope that helps :)x
