relation bet velocity and acceleration

when a particle starts to move why is its acceleration at max while v=0??

The simple answer is : It's not

Acceleration is the rate of change of velocity.

I have the feeling that you may be talking about a particle in simple harmonic motion, in which case the acceleration is opposite to displacement from equilibrium and hence max when v=0.
