is it good to have a CoPE (Certificate of Personal Effectiveness)certificate/qualification in ks3(yr9)?

Depends, really - i had a look at that when applying for A-Levels and they said its not particularly useful if you do well in your A Levels and GCSEs, because it counts as UCAS points for university, but is only useful if you need a backup at that level.

However, since you are year nine, i think you should do it simply to have a good start off to your CV - especially in year nine when you still have quite a bit of time on your hands.
