From the top of my head without looking, these are three policies introduced by various Governments:
EMA, Sure Start and EAZ (Education Action Zones) - These three policies have had an impact on material and cultural deprivation in the short term run, however, they were scrapped because they were not utilized properly such as EMA or EAZ (Pupils at a disadvantage were still failing or making minimal progress) or the costs of maintaining something such as Sure Start cost the taxpayer a fortune.

not looking at my notes but from the top of my head i would say that EMA, aim higher schemes would be involved in the answer to this :-D
