How many quotes do I need to learn for each topic?

As many as you can. What I do, is learn the quotes that I could use for any sub-topic and that all link in a way that way you don't need to learn as many.

I agree with Sharon. Most of the quotes that I learn link in with most topics. For example 'You shall not murder' can be used for questions on suicide as well as capital punishment and murdering itself. If you learnt about 10 quotes I think that should be plenty.
