What critera would you use to assess whether a town is a honeypot or not?

A honey pot site is a popular visitor attraction which attracts a large amount of tourists. An example of this would be the Lake District. 

Criteria that you would need to assess to find out whether a town is a honey pot or not would be the number of visitors and the amount of tourist based businesses in the area. Environmental issues are often involved with honey pot sites e.g. litter, therefore you could assess these impacts.
