  • Why is the Provisional Government seen as reluctant to carry out reforms?
    • Failure to reform
      • Politics
        • long delay to elections
        • weak attempt to set up a coalition with the Soviet
          • stayed with dual authority which undermined to Gov.
      • Land
        • Peasants had seized private land and the countryside was in chaos
        • tried to establish land committees but they wouldn't cooperate
        • Gov felt they couldn't  redistribute the land as they were only temporary
      • Food
        • Collapse of the internal market and chaos in the countryside meant there was little grain reaching the cities
        • Gov didn't want to force peasants with violence, and soldiers would have refused anyway
        • Created a monopoly and food committee for grain
          • Food committee didn't listen - the centre lost control
      • Worker
        • Worker committees were clamped down on - not very liberal
        • lack of food in urban areas
        • No improvements = very revolutionary
    • Overall
      • Did succeed in creating a General Assembly, but the success of the Bolsheviks mean this was an empty victory
      • Some historians have suggested the the Gov. would be stronger if they did reforms
      • other historians say it was unfair to expect reforms when facing these social and economic challenges
