- MORE LIKELY to get the job done
- Means it is LEGITIMATE
- Some may SIT in COMMITTEES & helps to formulate policy
- Democratic as they formulate policies based on public opinion and views

- E.g. PUBLIC CAMPAIGNS/STRIKES/PROTESTS/PETITIONS
- MORE DEMOCRATIC than insiders
- They have NO LINK with the govt
- HARDER to INFLUENCE the GOVT
- They have NO LINK with the govt
- Some of them may be denied govt access
