        • Bangladesh - shelters for settlements not individuals
          • low income + poor govt can't investment in building
    • monitoring
      • requires someone seeing tornado e.g. rotating wall cloud for 10-20 mins + beaver's tail - smooth flat cloud from Eastern edge to NE
