- Bolsheviks passed a law stating they could only publish adverts. Meant they took control of newspaper revenues and therefore the actual content of the newspaper.
- 1917, the nationalized Petrograd Telegraph agency, giving them control of electric communications.
- 1918, Lenin banned all non socialist newspapers. By 1921, 2,000 newspapers and 575 printing presses had been shut down.

- After the civil war, press censorship became more systematic. An organisation name Glavlit was employed professional censors, complied a list of banned books and purged libraries.
