- Only 12% of those elected in councils (1799) had been in the convention
- 5% were regicides (people whom purposefully killed monarchs/ sovereigns)
- Over 1/2 of deputies chosen in 1799 were elected for the first time that year
- Jacobin influence
- Renewal of war in 1797 caused a flurry of Jacobin activity
- The Law of Hostages showed that the Directory couldn't survive
- Failure to create stability
- Due to the constitution of year III
- Annual elections
- No settling of disputes between executive and legislature
- Increasing reliance on army in political disputes
- Evident during the risings of Prairial and Vendemiaire
- Directors interfered with election results
- In order to maintain a non-Jacobin/ Royalist majority in councils
- Apparent during Fructidor 1797 + Floreal 1798
- Enthusiasm for the war had ceased
