    • Disagreements
      • Germany: Stalin wanted to disable Germany completely to remove any prospect of invasion.
        • Truman did not want Germany to be punished in the way that happened at Versailles in 1919.
      • Truman wanted free elections in the countries of eastern Europe.
        • Stalin refused. Believing it was unwelcome interference.
          • Truman was not pleased and adopted a tougher foreign policy towards the USSR.
    • Agreements
      • Divide Germany + Berlin into 4 zones to be occupied and administered by one of the allies.
      • Demilitarize Germany.
      • re-establish democracy in Germany, free elections, press and speech
      • Germany to pay reparations in equipment and materials.
        • Majority to the USSR, which had suffered the most war damage.
        • USSR to have 1/4 of industrial goods from the Western zones for food and coal from the Soviet zone.
      • Ban the Nazi party. Nazis on trial for war crimes in Nuremberg 1946.
      • Participate fully in the UN
      • Poland's frontier moved to the rivers Oder and Neisse
