- The Council of Ministers
- The Government of each nation in the Union sends a representative to the Council
- This is usually, but not always, the foreign minister
- The member states take it in turn to provide the President of the Council, each for a 6-month period
- To assist with the day-to-day work of the Council, there is a committee of permanent representatives
- Known as Coreper
- The Council is the principal decision-making body of the Union
