- Success/failure of the Judicial reforms
- A fairer system was created.
- The reforms attracted legal careers but mainly from the intelligentsia who were critical of the government
- The jury could undermine government control for example in the case of Vera Zasulich who was guilty of terrorism was acquitted.
- As a result, from 1878 all political trials were held in special courts.
- The reforms were not applicable in Poland.
