  • Success/failure of the Judicial reforms
    • A fairer system was created.
    • The reforms attracted legal careers but mainly from the intelligentsia who were critical of the government
    • The jury could undermine government control for example in the case of Vera Zasulich who was guilty of terrorism was acquitted.
      • As a result, from 1878 all political trials were held in special courts.
    • The reforms were not applicable in Poland.
