      • They co-ordinate and unify petroleum policies of its members, ensuring stabilisation of markets
        • This means there is a fair income for producers, steady supply for consumers, and fair return for investors

      • Secure energy supplies for the nation's present and future
      • Regulate role of private companies
      • Set environmental priorities
    • Consumers
      • Create demand
        • Have power over oil companies e.g. by buying electric cars
      • Public perception influences policy e.g. opinions on fracking/nuclear
