- Causes of crime
- Rational choice theory
- Ron Clarke says its a rational choice if the perceived rewards of the crime outweigh the consequences the offender will commit.
- Biological differences
- Wilson and Hernstein say that aggression and low intelligence are biologically determined and means some people are more likely to commit crime than others.
- Inadequate socialisation
- Charles Murray says there is an underclass failing to socialise their children properly. It's increasing due to welfare dependency.

- This is a zero tolerance approach and it involves cutting down on as many small street crimes as possible, such as vandalism etc
