  • Problems with Public Health in the early 1800's
    • Pasteur's germ theory had not been published yet and wasn't accepted until the 1860's. it took some time for his findings to lead to improvements
    • Towns had grown very fast landlords made profits from renting houses so wanted them built quickly- not building regulation and housing couldn't keep up  with the population
    • Workers had to live close to their place of work due to a lack of transport- overcrowded conditions in polluted cities
    • Laissez Fair- people believed strongly that they should help themselves lead a better life. They objected to local and national governments 'interfering' in their lives
  • Working conditions were as bad as home conditions. Workers had long hours and short breaks. Their toilet and washing facilities were poor
