    • Consolidation of Power
      • Feb 1800 N changed how the 83 departments of France were administrated. At the head = prefects (wide powers and responsibilities, e.g. appointing officials. Appointed and replaced by First Consul)
        • Prefects: officials placed in charge of a department. Agents of central gov.
        • First Consul: N, he appointed mayor and nominated members of councils at department and municipal levels. He exercised centralised control of the admin of France as well as considerable powers of patronage.
      • Life Consul
        • Dec 1800 assassination attempt failed, planned by royalists but blamed on neo-Jacobins (100 deported) This plot highlighted how dependent on the regime was on N, leading to the senate offer. Accepted, 3.5 mill voted with 8000 against. (figures accurate?) Historians agree voting was rigged and misreported.
        • Same time, Senate enlarged and Legislature has more N's supporters appointed, controls both. The Tribunate purged in 1802 for opposing the Civil Code.
      • Foreign Affairs
        • Concordat with the Pope (1801) removed conflict between religion and the state.
        • Treaty of Amiens (1802) ended Revolutionary Wars  = very popular.
    • Emperor Status
      • N moved into Tuileries Palace and began to develop a court life complete with ceremonies and etiquette. Emigres allowed to  return, the Legion of Honour introduced, rumor nobility reintroduced.
        • Legion of Honour: order introduced by N to reward military and civil merits.
      • 1804 plot uncovered to murder N and replace with Duc d'Enghien (Bourbon) He was kidnapped, tried for conspiracy and shot (judicial murder)
        • Property owning class feared reintroduction of monarchy (all land returned to original owners) so supported the formal proposal of the Senate that N be made Emperor. Plebicite confirmed and showed support.
      • Dec 2nd 1804 crowned himself in presence of the Pope and then crowned Josephine .
    • Constitutional Developments
      • Following coronation Tribunate and Legislature were rarely consulted.
      • Tribunate abolished 1808.
      • Legislature only survived by not challenging N
      • Gov conducted through Senate, CoS, both under N's control.
