  • Personal Rule and Its failure - 1629-40
    • Personal Rule was the period of 11 years when Charles I governed without Parliament
      • It came to an end after events in Scotland forced Charles to recall parliament in 1640
    • By 1629, Charles and parliament has fallen out over a foreign policy.
    • The dissolution provoked very little reaction because the actions of the MP's that forced the 3 resolutions through the house justified it.
    • It appeared that Charles was attempting to create an absolute monarchy
    • Personal rule is also known as the 11 years tyranny.
    • Charles intended to create an efficient and stable government, based on his own political and religious beliefs
    • The term personal rule suggests that Charles only ruled without parliament, with no aim to harm the country. The term 11 years tyranny suggests that the time Charles ruled alone was full of negativity and he only did things which harmed the country - he acted as a dictator/ tyrant.
    • Personal rule emerged because a rift had opened between Charles and Parliament over issues of religion, finance and foreign policy - there was a public breakdown of trust on both sides
    • Government during this time was centred on the privy council which met twice a week. They dealt with a range of administrative matters and supervising local government
    • Strafford made peace with Charles after Buckingham's death and was appointed to the privy council in 1629
