        • The media focus on groups and activities defining them as a problem
        • This creates public fear and anxiety putting pressure on authorities to control the problem

        • 1. media repot on issue with exaggerated language and characteristics of those involved
          • Reports blew what were essentially small-scale scuffles and vandalism out of all proportion
        • 2. People react- the public begin to report it more and call for action an insist the police/ authorities take charge

      • Journalist see 'problem groups' as newsworthy
        • because they assume the audience also thinks of those groups as problems
      • These kinds of stories tend to sell as lot of newspapers creating profits

        • Labelling certain groups as 'problems' encourages certain groups to divide e.g W/C
          • This is so they aren't focussing on the unfairness of the capitalist society

        • The moral panic theory is too vague
          • It fails to consider that there are different levels of deviancy
          • Not all folk devils can be said to be unfairly marginalised by the news media
          • The public naively and passively trust the news reports that underpin moral panics

        • Public are more sophisticatedhow they interpret news stories
