  • Local Government Reforms
    • The Zemstva was established in 1864.
      • Dumas were set up in the towns in 1870.
    • The councils were supposed to be a fair election but the votes were often rigged and the councils were still dominated by nobles.
    • Zemstva's and Duma's had the power to improve the roads/public services, develop industry and help the poor.
