  • Kerala India. Started in 1952 focusing on social changes to create a society that encourages smaller families.
    • Background
      • Kerala's 32 million people make up 3.4% of India's population
      • Population density of 819 people per sqkm. (3 times the Indian average
      • Currently has the lowest population growth rate in Inida
    • Education
      • Improving education standards and treating girls as equal with boys
        • Female literacy has gone up from 50% across India to 90% in Kerala.
        • More girls now go on to University than boys
          • Women will choose to have a career path - birth rate will continue to fall.
        • Women have a higher status in society
      • Adult literacy classes provided in towns and villages
      • Educating people to understand the benefits of small families
      • Most villages have free libraries
    • Healthcare
      • Improving child healthcare through vaccination programmes
        • Infant mortality has reduced from 65 to 12  so people no longer need to have so many children
      • Free contraception and advice
    • Social
      • Encouraged a higher age of marriage
      • Allowed maternity leave for the first 2 babies only
      • Provided extra retirement benefits for those with smaller families
    • Land Reform Programme
      • Land in Kerala was redistributed so no family was landless
      • No family was allowed more than 8ha.
      • Everybody could be self sufficient
