      • reflects the will of the state and takes precendence over norms and social rules
        • Gives domestic law universal jurisdiction
    • (2) Compulsory as citizens are unable to pick and choose
      • Law is backed up by coercian and punishment
        • Requires existence of a legal system
    • (3) It has a 'public' quality
      • Codified, published, recognised, rules
        • Punishments are predictable, not like arbitrary imprisonment
    • (4) It is binding
      • Even if some are unjust of unfair, it embodies moral claims
        • Should be obeyed
