  • How did Henry approach kingship in the long term?
    • The Privy council
      • It existed= advise HVII over matters of state, to administer law + order.
      • The council consisted with over 240 people
        • Only 6 or 7 people regularly attended the meetings
      • Loyalty  and service= the most important atrabuites in a councillor
      • Privy Council was the hub of the Tudor political system – an elite executive board; governed England under the Crown.
        • Roles of the  council :-Advised the ruler and administered the monarchy. -Enforced law and order and regulated economical affairs(ie supervised poor laws)
      • HVII was a usurper, so he needed as king reinforced by servants who he could rely on
      • The council was divided into different committees, the most famous one was the council learned
        • Council learned
          • Setup in 1495 to defend HVII position as a feudal landlord
          • It dealt with the king's fiscal matters and enforced payments of debts
          • The council was a secondary department to the Star Chamber
          • By the end of HVII's reign the council became very unpopular and after his death in 1509, it was abolished
          • most prominent councilors, Edmund Dudley and Sir Richard Empson, were imprisoned. Though evidence was scarce, both were convicted of treason, attainted and executed in 1510.
          • The council operated without a jury and HVII used it to supervise the collection of the financial agreement's: Bonds and recognisances
            • Used to control the nobility
    • Parliament
      • Acts of of Justice of the peace andparliaments were passed concerning the responsibilities  social discipline
      • Role of parliament: -Taxation, legislation and debating of government bills
        • Also to help HVII new laws.As well as this to help henry keep law and order
      • It recognised HVII's title to the throne
      • It met 7 times during HVII's 24 year reign
      • Act of 1504 forbade corporations from making regulations unless they had HVII's approval.
        • This is a good example of HVII's purpose in using parliament
        • HVII summoned 5 great councils between 1487 and 1502.These consisted with nobles,councillors and Burgesses- represenatives of the whole country
    • The church
      • Henry had a positive relationship with the church
      • Archbishop Morton= he visited Rome to secure support for HVII before the battle of Boswoth
      • HVII was determined that the authority of the pope in the church courts shouldn't prejudice his  rights and interests as king
      • Issue of ecclesiastical jurisdiction
        • The church's legal system
        • The king didn't have any influence over the operation of the church courts
          • HVII legal advisers promoted attacks on the church courts
    • The local Government
      • Henry used the local government to ensure a balance of sustaining and controlling authority of the nobility
      • Justices of peace (JP)
        • They were local government officers who were responsible for maintain public order and implementing any laws concerning social and economical matters
        • There were 18 JP's on average per county
        • They were appointed annually from the local landowners
          • HVII widened their responsibilities
            • From 1485, they could arrest and question junters who were in disguise
            • From 1487, They could grant bail to those awaiting trail
            • From 1485, they could replace members of Juries whom they suspected of having been bribed
        • They didn't get paid.
