      • 1871-80: Balance was -34
    • Witte focused on heavy industry
      • 1880 (production in millions of tonnes): Coal:3.2 Pig Iron:0.42 Oil:0.5
      • 1916: Coal:33.8 Pig Iron:3.72 Oil:9.7
      • Grain also increased from 34 to 64 (millions of tonnes) 1880-1916
    • Some historians suggest that the increase in industrial output isn't as impressive considering the growth in population

      • Restricting power of Duma, workers unhappy with pay etc
    • Industry still way behind the West
