- Brownstein (2007) - new era of hyper partisanship where there is greater unity within parties and greater differences between them
- All 45 deomcrats in the senate voted not guilty for Clinton and all but 5 Republicans voted guilty on both charges

- Both the House and the Senate produce different versions of the same bill.
- If compromises can't be reached the conference committees are set up which delays the process even more.

- Congress is epitomised by gridlock and a 'do nothing' mentality
- Significant policy concerns i.e. federal budget deficit, taxation, gun control, immigration reform remain largely unresolved
- Ronald Reagan faced a divided Congress across his entire Presidency, as did George H W Bush.
