  • Filibuster
    • A device by which an individual senator or group of senators can attempt to talk a bill to death by using delaying tactics.
    • It derives from senators' right of unlimited debate.
    • A 3/5ths vote is required to end a filibuster (i.e. 60 votes)
      • A closure petition must first be signed by 16 senators before the Senate can vote.
    • Senators have been known to read out extracts from the constitution, the Declaration of independence, the bible and the telephone directory.
    • In 1957 Strom Thurmond conducted a filibuster against the civil rights movement that lasted for over 24 hours.
    • Bernie Sander spoke against Obama's tax deal with the republicans for 8 and a half hours.
    • Groups of senators conduct filibusters together i.e. the republican against the Defence Appropriations Bill in 2008
    • In the 110th Congress (2007-08) a record 139 closure motions were presented with 112 being voted on.
