    • Did appear to be change in gov policy as Wheeler-Howard or Indian Reorganization Act of 1934 went some way towards:
      • preserving NA culture
      • gave NAs right to manage land and mineral assets
      • attempted to establish more secure economic basis for reservations
    • Original proposals were modified so assimilation, rather than separation for NAs were pursued
      • Improvements were made to NA way of life were therefore designed to convince them of the benefits of assimilation
    • Impact of Wheeler-Howard overall
      • Did not bring great change
      • Act did bring end to Allotment Policy
      • Tribes were not allowed to become independent
