- Changes brought about by Roosevelt's ND challenge assumption poor economic conditions were significant in gov's unwillingness to support or advance civil rights of NAs
- Therefore, suggests attitude of president and other individuals more important factor
- During Depression, worst time for US economy (record numbers of unemployment), first time NA civil rights was advanced
- Partly due to John Collier
- Also due to President who appointed Collier as Commissioner for Indian Affairs
- Did appear to be change in gov policy as Wheeler-Howard or Indian Reorganization Act of 1934 went some way towards:
- preserving NA culture
- gave NAs right to manage land and mineral assets
- attempted to establish more secure economic basis for reservations
- Original proposals were modified so assimilation, rather than separation for NAs were pursued
- Improvements were made to NA way of life were therefore designed to convince them of the benefits of assimilation
- Impact of Wheeler-Howard overall
- Did not bring great change
- Act did bring end to Allotment Policy
- Tribes were not allowed to become independent
