- Phillips & Bowling (2012) since 1970s there has been many allegations of oppressive policing of minority ethnic communites
- Stop & Search
- Member of minority ethnic groups are more likely to be stopped & searched by police
- Police can use this power if they have reasonable suspicion of wrongdoing
- Compared to white people, blacks are 7x more likely to be stopped & searched, Asians are twice as likely
- Phillips & Bowling (2007) members of ethnic communities are more likely to think they are 'over policed & under-protected' & have limited faith in the police
- Arrests & Cautions
- England & Wales 2014/15 arrests for blacks were 3x the rate for whites
- By contrast, once arrested blacks & Asians were less likely than whites to receive a caution

- Studies suggest CPS is more likely to drop cases against ethnic minorities
- Bowling & Phillips (2002) argues this may be because evidence presented to the CPS by police is often weaker & based on stereotyping of ethnic minorities as criminals
- Convictions & Sentencing
- Black & Asians are less likely to be found guilty
- Suggests discrimination in police & CPS may be bringing weaker or less serious cases against ethnic minorities that are thrown out by the courts

- 2014 - quarter of prison population were from minority ethnic groups
- Blacks were 4x more likely to be in prison than whites
- Black & Asian offenders are more likely than whites to be serving longer sentences
