        • Where policies and attitudes unintentionally discriminate against ethnic minority groups
    • External factors
      • Language can be a barrier for immigrant families
      • Having an accent can influence teacher labels
      • Driver and Ballard - Asian children whose first language was not English were as good at English as their classmates by the age of 16
      • Driver and Ballard - close knit extended families and high parental expectations increase achievement levels in Asian communities
      • High levels of divorce and single parenthood in Afro-Carribean households could result in material deprivation
    • Material deprivation
      • The Swann Report - socio economic status was a factor in low levels of achievement of Afro-Caribbean pupils
        • Pakistani, Bangladeshi and AFC groups are more likely to be in lower class positions.
          • This can result in poor housing, periods of unemployment, poverty and material deprivation.
        • Chinese, African Asian and Indian groups are more likely to be in a higher class position and are less likely to experience material deprivation
