    - introduced new exam CSE for low ability students
    - OLEVELS available for higher ability
    - caused a merge to GCSES in 1980's
  - 1967 Plowden Report
    - recommended children learnt in their own way

  - 1973 education act leaving age raised to 16
  - 1976: reinforced comprehensive
