    • Yes Because..
      • some states began to de-segregate schools
      • got rid of 'separated but equal' and meant separate educational facilities had t be changed
      • changed the law
    • No Because..
      • Southern states agreed to pass 450 laws and resolutions to prevent de-segregated schools
      • 2.4 million black children were still in Jim Crow schools
      • 100 senators and congressmen from southern states signed the southern  Manifesto which opposed racial integration in education
      • many states in south took deliberate measures to keep schools separate
