- The EU can be seen as an EXERTING HEGEMON
- It is supported by LEGITIMACY-POOLED SOVEREIGNTY
- The EU has SOVEREIGNTY over its MEMBER STATES- they have to OBIDE by HEGEMON
- It is supported by LEGITIMACY-POOLED SOVEREIGNTY
- Its IDEOLOGY & IDEAS of things like HR, are EXERTED & INFLUENCED over its MEMBER STATES
- Giving the EU HEGEMONIC POWER
- The EU has SOVEREIGNTY over its MEMBER STATES- they have to OBIDE by HEGEMON
- this is why CHINA has NOT become a HEGEMON (lacks the protection of HR)
- Hegemons needs a STRENGTH of HARD, SOFT & SMART POWER (NYE)
- Also requires STRUCTURAL POWER
- Therefore, the EU CANNOT BE A HEGEMON because
- It does NOT have a MILITARY or a LARGE ECONOMY
- Just has TRADE LINKS & SOFT POWER

- Also requires STRUCTURAL POWER
- Therefore, the EU CANNOT BE A HEGEMON because
