- 90's local governments brought back into regeneration process - Partnership between local governments and private investors.
- Features:
  - Extended core commercial centre
  - Marked beginning of partnership working between local authority and other agencies
  - Offered strategic view for future regeneration
  - Had low levels of public funding but focused on small area
  - brought people back into the city
  - Benefited from existing assets in the form of the existing commercial core
- Centre was not a residential area - only 250 residents when CMDC est.
  - focus was on economic rather than social regeneration, low levels of population helped narrow this focus
  - low population= slum clearance schemes moving people out of city
    - also failure to develop transport links, and general state of decay in the city
      - = suburbanisation of business and people
- focus was on the functional and geographical extensionsthe city centre
- Focused on promoting city centre economic diversity
POSITIVES
- It diversified the economic base of the city centre to include visitor attractions and built on financial service sector
- Helped Manch city council develop partnership approach that would help in bidding for regeneration money and implement projects
- CMDC helped establish a strategy for regeneration which would bring-population back into city centre
