    • Censorship/ Propaganda
      • His regime wanted to control what was published. N understood the power of press: "Four hostile newspapers are more to be feared than a thousand bayonets."
        • Jan 1800, 60 Parisian newspapers were closed. By 1811 there were 4, each with their own censor. Editors were expected to avoid controversial subjects and rely on official gov publications, especially Le Moniteur.
      • Books, plays, lectures, posters were reported on and censored. N received daily reports (IMPORTANT TO HIM) Publications had to be sent to police hq for approval. By 1810 there was a formal system of censors.
      • Punishments: -Closure -exile -imprisonment -death
    • The Cult of Napoleon
      • N utilized the propaganda value of the visual arts.
      • As well as buildings and the 'Empire' style, he utilized painters (Jacques-Louis David) to depict him in carefully controlled heroic style. 'Napoleon crossing the Alps'
    • Position of the Church
      • N recognised the need to resolve conflict between the State and Catholic Church. Since attacks of Rev period it had regained its strength and influence on French Civilians, not its lands.
      • Churches had been reopened and priests holding services. It had become identified with royalism.
    • Concordat & its Aftermath
      • Negotiations with the Papacy in 1800. Signed in 1801 and published in 02.
      • Terms:
        • Catholic Church recognised the Rev and agreed to not regain lands
        • Church state-controlled, clergy appointed and paid by gov, had to swear loyalty.
        • Toleration of other faiths (JEWS) allowed
      • N added Organic Articles which limited Papal control over French bishops while increasing French gov's control over priests.
      • N secured a tax-paying Church obedient to the state.Threat of royalism was reduced. 06 amended church catechisms to teach people to revere and obey N. Went so far as to create St Napoleon's Day on 16th Aug to be celebrated throughout his Empire.
