- This refers to an INTERNATIONAL SYSTEM revolving around 2 MAJOR BLOCS
- EXISTED in the COLD WAR
- 2 POLES at OPPOSING POSITIONS
- There must be a ROUGH EQUALITY between the 2 POWERS or POWER BLOCS
- In terms of MILITARY CAPACITY
- E.g. USA/CHINA have STRONG ECONOMIES & MILITARY
- In terms of MILITARY CAPACITY
- NEO-REALISTS believes that BIPOLAR SYSTEMS are STABLE & relatively PEACEFUL
- In FAVOUR of BIPOLARITY
- However, LIBERALS associate bipolarity with TENSION & INSECURITY
- This is because it RESULTS from their TENDENCY to BREED HEGEMONIC AMBITION & prioritised MILITARY POWER
- E.g. COLD WAR
