    • Unreliable data, as when crimes are reported, the age is not known.
      • Crimes committed by under 10s are not reported, as they cannot be convicted
    • Children 10-18 committing crimes are treated more leniently than adults
      • Even when they're 18, they do not go to an adult prison until they are 25
    • Youths account for 17% of arrests but only 10% of the prison population

      • More likely to have ASBOs in order, warnings/ cautions, fines/ penalties and schemes like community service to restore justice
