- Preparations for reform began in 1916
- People found that soldiers had lost their vote because they had been away from home for more than a year
- NUWSS put pressure on the government to consider the issue of women
- A conference on Electoral Reform was set up to produce recommendations
- In 1917, it was recommended that women should be given the vote
- Vote - 385 in favour and 55 against
- HoC passed this act which gave the right to vote to men and women
