Proportional representation - This was why there were weak coalitions with no overall majority. political parties were given the same proportion of seats in the reichstag as the proportion of votes they got which was fair but there were lots of small parties with only a few deputies each.

Article 48 - Said in an emergency the president could make laws without first going to the reichstag.
